He's trying to say that since Mexico was once part of the United States many years ago (geographically) that he has some right to be here illegally, and not be considered illegal.

Look, I don't have a problem with a person wanting to live in another country, but there are rules and laws we must all abide by. If I wanted to live in Mexico I wouldn't expect to act like an American or be treated like one.
